The project involved the rehabilitation and widening of 292km of Highway One between Vinh and Dong Ha.  This included the upgrade, replacement and rehabilitation of 128 bridges and a variety of other drainage structures. This section of highway traverses agricultural flood plain and includes two hill sections. The works were undertaken under four civil works contracts. An integral objective of the project was the transfer of technology to government and other local personnel in all aspects of project management, supervision and administration activities. SMEC was the lead consultant, responsible for all aspects of the consultancy services. SMEC’s services included: assistance to the Project Management Unit in overall project management, administration and cost control, quality control and audits, review and evaluation of preliminary designs and documentation, investigations for pavement and construction materials, hydrologic investigations, update of road and bridge designs, revision of cost estimates, assistance with tendering process including analysis of tenders and award of contracts, preparation of a Construction Supervision Manual, construction supervision, contract administration and provision of on-the-job training in all aspects of the above services for client staff.
