Afulilo Environmental Enhancement Project


Our Role

SMEC provided technical assistance over two project phases.

SMEC’s scope of work for Phase I included:

  • Hydrological, geological, geotechnical and topographical investigations
  • Safety assessments of dam structures
  • Baseline Environmental and Social Impact Assessments (ESIA)
  • Community consultation
  • Development of impact mitigation options
  • Review of dam storage management practices
  • Development of options for optimising dam yield and hydropower output
  • Assessment of low cost options for capacity augmentation

SMEC’s scope of work for Phase II included:

  • Preparation of: a Land Acquisition and Resettlement Plan (LARP); gender, social and consultation analysis; and an environmental examination including mitigation measures and management requirements
  • Preparation of tender documents and detailed cost estimates
  • Eligibility assessment for the Asian Development Bank (ADB) Clean Development Mechanism (CDM) facility,
  • Preparation of CDM project design and assistance to secure CDM approval
  • Economic and financial analysis

Project Overview

The objective of the project was to increase the energy output of the Afulilo Hydropower Plant. Increased energy output was required to address Samoa's growing exposure to fuel price increases. This project comprised the assessment of the existing issues and concerns with the Afulilo Hydropower Plant and the establishment of preferred options for enhancing the sustainability of the project.
