SMEC has operated in Lao PDR since 1981. SMEC's first project in Lao PDR was the Heavy Plant Maintenance Project. SMEC provided assistance with the maintenance of earthmoving equipment belonging to the Lao PDR Department of Irrigation. Some of the equipment had been unserviceable for more than ten years. The project led to the establishment of a commercially successful workshop and training centre for Department of Irrigation employees.
Since then, SMEC has produced topographical mapping and aerial photography for the Nam Theun River project, worked on a number of road improvement projects and hydropower plant development projects, been involved in flood plain and hydrology assessments and assisted in strengthening the education ministry capacities. SMEC has experience in the Transport, Water, Hydropower and Energy and Social Development sectors in Lao PDR.
Most recently, SMEC has been involved in the Health Sector Development Program. The program involves technical assistance to improve health services particularly for women, children and ethnic minorities.
