SMEC has extensive experience in government and institutional reform projects, gained through working with private and public sector organisations in a wide range of organisational cultures. SMEC recognises that these projects improve the capacity of organisations to deliver more effective and efficient programs and services, and promote good governance.
Political and economic transitions towards a market economy have increased in many countries. The basic assumption underlying these reforms is that political change and good governance (the rule of law, secure property rights, accountability, and transparency) are pre-requisites to effective economic reform. Economic reform increases opportunities for the general population.
SMEC’s services include: public sector strategy and reform management, identification and management of policy and institutional change, economic strategy and policy, financial management, local government strengthening under decentralisation policies, public sector budget implementation, management and control, human resource management and development, legal issues, environmental issues, intellectual property and copyright, public sector policy and strategy as it relates to public expenditure, tax reform, particularly as it relates to taxation administration systems and custom’s modernisation programs.
