Management of Electricity Transformation and Modernisation Program


Our Role

SMEC was appointed to the role of Program Management Consultant (“PMC”) to ensure that the Compact Program was implemented successfully. SMEC was responsible for all activities related to works and services including design and supervision.

Project Overview

The Government of Ghana has received financial assistance from the United States, through the Millennium Challenge Corporation (MCC), to facilitate poverty reduction through economic growth in Ghana.

The project involved three components:

1. Commercial and technical loss reduction as well as utility modernisation activities for the Electricity Company of Ghana (ECG).

2. Providing access to electricity services to customers in the Enclave Industrial Parks.

3. Releasing power capacity to the grid and improving operational reserve.

SMEC was responsible for:


  • Supporting MiDA in related procurement processes, including preparation of bidding documents, preparation of responses to requests for clarification, contract negotiations, etc.
  • Working closely with other third-party consultants engaged by MiDA to ensure that all relevant components of the Compact Program are delivered on schedule and on budget.
