Bridges are vital to national development, connecting communities, improving mobility, and driving economic growth. A well-maintained bridge network reduces travel time, enhances trade efficiency, and ensures access to essential services like healthcare, education, and employment.

In the Philippines, where more than 7,000 islands are linked by an extensive road system, bridges play an even more critical role. The country’s national road network spans over 33,000 km, with nearly 8,000 bridges under the jurisdiction of the Department of Public Works and Highways (DPWH). However, many of these structures are ageing and require urgent rehabilitation or replacement to meet modern engineering and safety standards. 

 

Recognising this, SMEC, in joint venture and collaboration with Oriental Consultants Global (OCG) and COWI, with PRIMEX as a subconsultant partner, has been awarded a consulting services contract by DPWH for the Preparation of the Feasibility Study for the Urgent Bridges Construction Project for Rural Development (UBCPRD), Phase II. Funded under the Asian Development Bank (ADB)-supported Infrastructure Preparation and Innovation Facility – Additional Financing (IPIF-AF) Loan No. 3886-PHI, the project involves conduct of Feasibility Study for twenty-five (25) bridges nationwide to strengthen the country’s transport network.

Strengthening Connectivity for Economic Growth

The UBCPRD Phase II will replace outdated bridges with modern, resilient structures that meet current design and safety standards. These improvements will enhance connectivity, streamline the movement of goods and people, and help bridge infrastructure gaps between urban and rural areas. In doing so, the project will directly contribute to more inclusive growth and improved quality of life for communities across the country.

Advancing Climate-Resilient and Sustainable Infrastructure

The Philippines is one of the most climate-vulnerable countries in the world, experiencing over twenty (20) typhoons annually, along with earthquakes and flooding. Given these challenges, infrastructure resilience is a national priority. This project incorporates climate adaptation strategies and sustainability principles into bridge design, ensuring that structures can withstand extreme weather conditions and natural disasters. By investing in disaster-resilient infrastructure, the initiative will improve long-term reliability, reduce maintenance costs, and enhance overall safety for road users.

Expertise in Bridge Engineering and Innovation

SMEC’s extensive experience in bridge engineering, feasibility studies, and infrastructure planning was the key to securing this project. The firm brings a strong technical foundation, deep local knowledge, and a global network of experts to deliver innovative and practical solutions for bridge construction. 

The Feasibility Study (FS) and Preliminary Design will be completed in two (2) stages: FS Stage 1 – Conceptual Design, which involves evaluating design options, constraints, and feasibility before selecting the preferred solution; and FS Stage 2 – Preliminary Design, which includes conducting structural assessments, economic analysis, and environmental impact studies to refine designs. The study will also include geotechnical investigations, hydrological analyses, traffic forecasting, and cost estimation, ensuring compliance with ADB and DPWH’s environmental and social safeguards.
