SMEC has been engaged by the Ministry of Water & Environment of Uganda to undertake design review and construction supervision for critical water projects across Namasale, Koboko, Kaliro-Namungalwe and Rukungiri.

Rapid population growth across urban areas of Uganda has resulted in an increased demand on water and sanitation infrastructure. With an estimated population of 35 million, further efforts to increase investment in water supply and sanitation is needed, with long term goals to provide sustainable and affordable supply for all.


The assignment, which is part of the World Bank funded Integrated Water Management and Development Project (IWMDP), aims to improve access to water supply and sanitation services in the selected project areas. SMEC’s services include the review and acquaintance with the detailed engineering designs, ESIA, RAP and Source Protection Plans, preparation of a Design Review Report and carrying out supervision of the construction works, including Defects Liability Period.


  • Namasale Water Supply and Sanitation and Koboko Sanitation: The proposed source of water is Lake Kyoga and the intake is proposed to be constructed at Mbiko landing site. The raw water will go through a series of conventional treatment processes at the treatment plant which will include aeration, flocculation, sedimentation, and rapid sand filtration. Water will then be pumped to an elevated reservoir at the Town Council from where it will be distributed to the town by gravity. Public sanitation works in Koboko Municipality are included in the scope under the Namasale project.
  • Sanitation Facilities for Rukungiri Municipality: Rukungiri Municipality is in Southwestern Uganda, approximately 382km from Kampala and 532km from associated project site Kaliro in Eastern Uganda. The sanitation facilities to be provided for Rukungiri Municipality include eight public and institutional toilets at markets, health centres and Primary Schools, and one Faecal Sludge Treatment Plant.
  • Kaliro-Namungalwe Water Supply and Sanitation: This project proposes to increase the capacity of the existing water treatment plant at Masese in Jinja from 20,000 m3 per day to 30,000 m3 per day. A new horizontal flow clarifier will be constructed along with booster pumping stations, 33km of transmission mains and 90km of new distribution network. Six 18m high cold pressed steel reservoirs will also be installed to store water treated by the National Water and Sewerage Corporation and sourced from Mission hill reservoir in Jinja.


It is anticipated that the Design Review Phase will be completed in approximately two months. The team will offer feedback and observations to optimise the design process, as well as undertaking rigorous assessment of information to support innovative, high-quality designs that meet the needs of the target communities.
