To support the City of Ekurhuleni (“the City”) - one of South Africa’s largest municipalities - in managing its sizeable asset portfolio, SMEC identified the need for a purpose-built system, underpinned by data analytics, to manage the sheer volume of records across the lifecycle of assets, from planning through to execution, completion, componentisation and operation and maintenance.
With a large portfolio of fixed assets including property, land and infrastructure, the City needed a holistic solution to manage its fixed asset register that concurrently enabled prioritisation of funding and maintenance of essential services for its residents.
SMEC was appointed in June 2018 to update and maintain the City’s fixed asset register. This meant tracking more than one million asset components and a work-in-progress register with more than 3400 entries, as well as inputs from various user departments in the municipality.
We also reviewed and updated the City’s asset management policy and procedures, asset accounting policy; and asset management strategy and plans for areas including roads and stormwater, water and sanitation, energy, operational buildings and community facilities.
A specialist team of experienced engineers, accountants, data and GIS specialists collaborated to deliver the project, leveraging a bespoke software solution that we have perfected over time. One of our unique strengths is our experience in and ability to combine the nuances of the technical and financial realms to develop customised solutions that meet the needs of our clients.
Skills development and training was an essential part of the project, including formal classroom and on-the-job training for the City’s employees, as well as mentoring for students. This means the asset register can be maintained by those closest to the information, improving financial performance and compliance.
