Currently less than 15% of the population in Papua New Guinea (PNG) has access to electricity. The PNG Government aims to connect at least 70% of the population to electricity by 2030. Our client as an IPP (Independent Power Producer) is developing the Baime Hydropower Project which will help to achieve the PNG Government’s goal.
SMEC was once again appointed by PNG Forest Products to provide the tender design, tender documentation and tendering for the Baime Hydropower Project in Papua New Guinea. SMEC has had a key role in the project since its origins, having completed the pre-feasibility study in 2014, and feasibility study and environmental and social impact assessment in 2017.
SMEC’s role on the Baime Hydropower project includes:
- Review of the feasibility study and other previous studies and validation and updating of the proposed design
- Hydrological assessment and analysis including review of project optimization studies
- Preparation of tender design and drawings for the civil works
- Preparation of preliminary design and drawings for the electromechanical and hydromechanical plant and equipment
- Preparation of tender documents with bill of quantities, schedules and specifications (as appropriate) for all project components
- Construction cost including operations and maintenance costs estimation
- Definition of contract packaging and preparation of project contract documents
- Preparation of project construction schedule
- Pre-qualification of civil and EM contractors during the tendering
- Issuing the tender documents (both Civil and EM) to all pre-qualified bidders and clarifying bidders’ queries during the tendering process
- Evaluation of both civil and EM bid documents
- Preparation of a comprehensive bid evaluation report and recommendations for contract award to the successful contractors (both civil and EM).
Project OverviewLocated in Papua New Guinea’s Morobe province, the hydropower plant will involve the construction of a low-height diversion weir, a five km long headrace GRP pipeline, a 30 m high concrete surge tank, a 1.8km long GRP pipe and 1.45 steel pipe penstocks, and a power station containing two 5.8 MW Pelton turbines. With a net head of 416 m, the hydropower plant will have an installed capacity of 11.6 MW and produce 81 4GWh of energy per year. SMEC’s hydropower team has deep expertise in the sector, having worked on PNG Forest Product’s 9.4 MW Upper Baiune Hydropower Project between 2007 and 2010. The Upper Baiune Hydropower station has been operating since 2012.
The project will increase power supply and reliability in the Morobe, Madang and Highlands provinces of PNG through the Ramu Network, contributing to job creation, infrastructure development and economic growth. Part of PNG Power Limited’s Fifteen Year Power Development Plan (2016- 2031), the project is also significant from an environmental viewpoint as it replaces fossil fuel and diesel-generated power.
