Menangle Park Urban Release Area (MPURA)
Located on the banks of the Nepean River, Menangle Park is a 498-hectare master-planned community that will ultimately provide over 4,000 homes, along with a future retail and commercial centre, schools, open spaces, and new public recreation. SMEC was engaged as lead civil designer since the earliest stages, supporting client Dahua Group Australia with strategic infrastructure planning and the phased delivery.

SMEC’s deep understanding of the local planning landscape, combined with long-standing experience working with Campbelltown City Council, Sydney Water, and Transport for NSW, has ensured strong coordination, timely delivery, and resilient outcomes across all stages of development.

 

South-Western Growth Corridor

As one of Sydney’s major growth precincts, Menangle Park required long-term, staged infrastructure planning to accommodate rapid population growth, a diverse housing mix, and high expectations around amenity and environmental performance.

 

Traversing flood plane from the Nepean River and riparian corridors was a key consideration in the design.  The team has also had to manage interface with bushfire zones, steep topography, and native bushland. Servicing coordination added complexity, with early delays to a planned Sydney Water pump station requiring innovative interim solutions to keep development on track.

 

With multiple project management and planning teams engaged across different stages, the client required consistency, technical assurance, and the ability to adapt to shifting constraints without compromising the vision for the community.

Integrated Infrastructure Delivery

Stakeholder coordination

  • Campbelltown City Council: Consent authority; responsible for planning approvals, Section 7.11 contributions, and compliance.
  • Transport for NSW: Approval and interface on main road upgrades and intersection designs.
  • Sydney Water: Sewer and water Infrastructure planning; reimbursable asset delivery and pump station coordination.
  • Endeavour Energy: Electrical network provider; worked with SMEC to deliver lead-in services and substation integration.
  • Transgrid & APA: Negotiation with asset owners regarding easement rights impacting land use
  • Jemena: Gas authority for the reticulation and lead-in gas mains.
  • NBN Co.: Telecommunications authority for the reticulation and lead-in mains.

Civil engineering design for roads, drainage, utilities, and intersections

SMEC is the lead civil designer for the entire precinct, delivering all engineering drawings, lot grading, and infrastructure design to support over 4,000 dwellings. This includes staged civil works packages, large-scale intersection upgrades, and integration with council and TfNSW requirements. Our technical input ensured smooth coordination with urban design layouts while managing steep topography, riparian corridors, and complex service alignments.

Strategic staging, earthworks and constructability

Early in the project, SMEC provided infrastructure staging advice to help Dahua prioritise areas for early delivery and reduce upfront development costs. By analysing earthworks volumes and proposing balance zones across sub-precincts, we minimised reliance on external material sources, consideration of material cartage and achieved more efficient, buildable lot platforms. Our early constructability input also helped reduce future rework and supported more predictable construction sequencing.

Coordination with Utility Authorities

SMEC played a key role in facilitating infrastructure lead-ins for water and power, coordinating with Sydney Water and Endeavour Energy on the design and delivery of major trunk services. When delays arose on Sydney Water’s permanent pump station, SMEC delivered a temporary interim pump-out system with a new rising main, allowing residential stages to proceed without disruption. We also coordinated a 500mm water main connection to the Prospect to Macarthur (ProMac) trunk line and supported substation siting and service access for Endeavour.

Basin Design and modelling for stormwater management

SMEC developed a water cycle management strategy for the MPURA, delivering a network of bioretention and detention basins across multiple stages. MUSIC & DRAINS modelling was used to optimise each basin’s performance to meet Council’s stormwater quantity and quality targets. This enabled the team to reduce the footprint of treatment infrastructure while preserving usable land for development and community open space.

Design integration

Working closely with Hatch Roberts Day, Place Design Group, and multiple planning consultants, SMEC helped refine road layouts and infrastructure interfaces to ensure seamless integration between engineering design and public realm outcomes. From major roundabouts and town centre access roads to civil works in steep parks, SMEC’s input enabled technically sound and visually cohesive solutions.

Concept support for the future town centre and display village

SMEC provided early design input to support traffic flow, access points, pedestrian connectivity, and loading areas for the town centre’s eventual development. We also contributed to display village planning, ensuring coordinated delivery across multiple builders and lot types.

Coordination of reimbursable infrastructure

SMEC is supporting the planning and delivery of infrastructure covered under Council’s Section 7.11 contributions plan, including road upgrades and community facilities. We also coordinated reimbursable assets with Sydney Water, helping the client track and claim eligible works.

Estate-wide feasibility updates and development strategy support

SMEC is providing continual strategic cost and staging updates for Dahua across the precinct. This included preparation of detailed feasibility reviews and infrastructure phasing scenarios, allowing the client to refine development forecasts, capital deployment, and engagement with external partners.

Long term value

With 4,000 dwellings being delivered over 16 stages, Menangle Park continues to evolve into a connected, resilient and high-amenity community. SMEC’s consistent presence has allowed the client to maintain continuity across multiple project managers and contractors, de-risk delivery, and avoid costly delays.

Sustainability

The Menangle Park precinct includes 41 hectares of open space, recreation areas, and shared-use paths, creating a healthy and connected urban environment. SMEC’s input into environmental assessments (including bushfire analysis and riparian corridor interface) supported development that balances growth with long-term environmental resilience. Our civil design also incorporated low-impact stormwater treatment across all stages to protect downstream waterways.

Innovation

Rather than relying on flashy tech, SMEC applied a practical, proactive approach to infrastructure delivery. Our use of precinct-wide modelling (e.g. MUSIC, DRAINS and 12D) and early staging advice enabled data-informed decisions across every phase. From custom stormwater solutions to creative grading in steep terrain, SMEC’s innovation was grounded in responsiveness, experience, and tailored outcomes that met both site-specific and regulatory requirements.

Collaboration

Menangle Park’s success has been underpinned by long-term trust and collaboration. SMEC’s continuity across the project has provided a stable foundation for the client. Regular meetings, transparent communication, and our ability to interface effectively with authorities like Sydney Water and TfNSW allowed challenges to be resolved early and approvals to progress smoothly. This consistency is a key reason SMEC has remained continuously engaged on the project since inception.
