In line with the NSW Government’s long-term planning frameworks, including Future Transport 2056, the NSW State Infrastructure Strategy and and the Greater Sydney Region Plan, the upgrade forms part of an integrated program designed to accommodate population growth, improve network resilience, and deliver a seamless, multimodal transport system for Sydney. Delivered as part of the broader Western Harbour Tunnel program, the upgrade enhances capacity, safety and reliability while supporting the efficient movement of people and freight in a rapidly evolving global city.
The upgraded corridor will seamlessly interface with Sydney Metro and Sydney Trains, enabling smoother transfers between road and rail, supporting a shift toward more sustainable, high-capacity transport solutions.

The project also serves as the critical northern gateway to the Western Harbour Tunnel, linking the Warringah Freeway to the WestConnex motorway network and the Rozelle Interchange. Together, these projects establish a strategic western bypass of the Sydney CBD, including reducing pressure on key harbour crossing including Sydney Harbour Bridge, Sydney Harbour Tunnel, Anzac Bridge and Western Distributor, while strengthening network resilience across the harbour and future-proofing Sydney’s transport system.
SMEC is delivering specialist engineering services across the Warringah Freeway Upgrade, encompassing both early-stage planning and ongoing project delivery. Alongside these contributions, SMEC is also playing a key role in the Western Harbour Tunnel project, advancing critical transport infrastructure throughout Sydney.
Site investigations: minimising disruption, maximising insights
SMEC’s engagement on the Warringah Freeway Upgrade commenced in 2020 with geotechnical and contamination investigations to support planning and design. Operating within a densely populated urban environment shaped by decades of infrastructure and historical land use, our teams delivered high-quality assessments with a focus on soil and groundwater contamination risks. These investigations provided critical data to inform smarter design decision, optimise construction planning, and ensure project safety and efficiency.
To minimise disruption for locals communities and stakeholders, SMEC’s Environment and Geotechnical teams employed innovative investigation methodologies, reducing on-site time maintaining the rigorous technical standards required for a project of this scale and complexity.

Ensuring quality and safety through independent verification
Since 2022, SMEC, in collaboration with Aurecon, has provided Independent Certifier services for the Warringah Freeway Upgrade, delivering impartial assurance across both design and construction phases. A key focus of this role is managing complex interfaces with bridges, tunnels and associated freeway infrastructure, including connections to the Western Harbour Tunnel program.
Operating in a highly constrained urban corridor where multiple major projects converge, SMEC’s independent verification identifies and mitigates risks related to staging, constructability, safety and system integration early in the delivery process. This objective oversight ensures informed decision‑making, builds stakeholder confidence, and enables the safe, coordinated and reliable progression of works across this transformative Sydney transport program.
