The Finschhafen Integrated Special Economic Zone (FISEZ) is emerging as one of Papua New Guinea’s most ambitious development initiatives — a transformative program designed to unlock investment, create jobs and position Morobe Province as a hub for sustainable industrial and commercial growth.

At the heart of this vision is the Finschhafen District Development Authority (FDDA), working in close partnership with SMEC (an SJ Group company), to deliver innovative technical expertise and strategic implementation.

 

Building the Foundation

Papua New Guinea’s economy is expected to grow in 2026, with forecasts ranging from 3.6% (ADB) to 4.6% (Westpac). Growth is driven by the Papua LNG project and diversification beyond resources. Agriculture employs most of the population, while fisheries and forestry remain vital exports. Yet, limited infrastructure and downstream processing have constrained progress. FISEZ is designed to transform this by harnessing PNG’s wealth of natural resources to build a resilient, future-ready economic hub. 

 

SMEC’s successful delivery of the FISEZ Masterplan in 2025 laid the groundwork for this bold undertaking. Through geotechnical site reconnaissance and visual assessment, advanced LiDAR surveys and rigorous site inspections, our multidisciplinary team developed a master plan that integrates land use, infrastructure, energy transition and sustainability. This foundational work provided FDDA with a clear roadmap to attract international investment and establish a formidable, next-generation hub positioned for global competitiveness. 

 

The master plan envisioned key infrastructure including the Buseqa Energy Park, a deepwater port, an airport industrial zone and a revitalised township, all designed to catalyse industrial growth while respecting environmental and social priorities.

Expanding the Vision

On the strength of this collaboration, FDDA awarded SMEC the next phase of work: eight feasibility studies across critical sectors such as green energy, timber, fisheries, oil refining, coconut processing, fertiliser and palm oil. SMEC’s global expertise, combined with deep local knowledge, enables us to deliver innovative and contextually relevant outcomes through these feasibility studies. 

Highlights include: 

  • Green Energy & Industrial Park: A 1,000hectare renewable energy hub powered by hydropower, wind and solar. SMEC’s technical assessment is positioning Finschhafen as a leader in low carbon industrial development and green hydrogen innovation. 
  • Timber Downstream Processing Hub: A feasibility study to establish sustainable timber harvesting and processing facilities, promoting reforestation while creating value-added export products. 
  • Fisheries Industrial Systems Hub (FISH): A modern seafood processing and logistics hub designed to elevate Papua New Guinea’s role in the global seafood market for tuna, barramundi, prawn, lobster, sea cucumber, among others, while championing sustainable fisheries management. 
  • Oil Refinery Development: A high-level technical study exploring alternative crude sourcing and decarbonisation strategies to supply refined petroleum products to domestic and regional markets. 
  • Coconut and Palm Oil Processing: Studies to unlock the economic potential of PNG’s agricultural heritage, enabling local communities to benefit from value-added processing and international export opportunities. 
  • Fertiliser Plant Feasibility: An integrated assessment to strengthen PNG’s agricultural resilience by reducing reliance on imports and boosting domestic food production.

Together, these projects represent more than infrastructure. They embody a commitment to sustainable growth, resilience and community empowerment. By blending strategic vision with technical rigour, SMEC is helping FDDA transform Finschhafen into a worldclass economic hub that showcases Papua New Guinea’s potential on the global stage.
