At the heart of this vision is the Finschhafen District Development Authority (FDDA), working in close partnership with SMEC (an SJ Group company), to deliver innovative technical expertise and strategic implementation.
Building the Foundation
Papua New Guinea’s economy is expected to grow in 2026, with forecasts ranging from 3.6% (ADB) to 4.6% (Westpac). Growth is driven by the Papua LNG project and diversification beyond resources. Agriculture employs most of the population, while fisheries and forestry remain vital exports. Yet, limited infrastructure and downstream processing have constrained progress. FISEZ is designed to transform this by harnessing PNG’s wealth of natural resources to build a resilient, future-ready economic hub.
SMEC’s successful delivery of the FISEZ Masterplan in 2025 laid the groundwork for this bold undertaking. Through geotechnical site reconnaissance and visual assessment, advanced LiDAR surveys and rigorous site inspections, our multidisciplinary team developed a master plan that integrates land use, infrastructure, energy transition and sustainability. This foundational work provided FDDA with a clear roadmap to attract international investment and establish a formidable, next-generation hub positioned for global competitiveness.
The master plan envisioned key infrastructure including the Buseqa Energy Park, a deepwater port, an airport industrial zone and a revitalised township, all designed to catalyse industrial growth while respecting environmental and social priorities.
