Surbana Jurong, SMEC's sister company, has been appointed by Red Sea Gateway Terminal to develop comprehensive masterplan for the multi-purpose terminal at Jeddah Islamic Port in the Kingdom of Saudi Arabia.

The project brings together SJ Group’s combined ports and maritime expertise across planning, advisory and engineering to deliver a phased roadmap for the terminal’s future development. The master plan will support Red Sea Gateway Terminal’s 20-year Build–Operate–Transfer (BOT) concession agreement with Saudi Ports Authority (Mawani), establishing a long-term framework for infrastructure integration, investment prioritisation and sustainable growth.

 

Expanding a strategic trade gateway

Located on the Red Sea, Jeddah Islamic Port is Saudi Arabia’s largest and busiest port in the region, supporting critical import, export and trans-shipment activity across global trade routes connecting Asia, Europe, and Africa. With 62 berths and 3,805 vessel calls in 2024, the port plays a central role in regional supply chains and the Kingdon’s maritime economy.

 

Under their long-term BOT agreement with Mawani (the Port Authority), Red Sea Gateway Terminal (RSGT) has engaged Surbana Jurong to deliver a phased masterplan for the port’s multipurpose terminals to ensure the long-term success of this new strategic route service.

 

The masterplan will support the continued evolution of the port as a strategic logistics hub by addressing existing capacity constraints, integrating new infrastructure with ageing assets, improving operational efficiency and enabling future smart port capabilities.

 

The project also aligns with emerging regional trade opportunities, with Mawani announcing in June 2026 a new shipping service directly linking the Port with Sudan, Djibouti and Yemen. This service provides a dedicated route for livestock and bulk cargo movements, opening new channels for commerce between the Kingdom and key African and Middle Eastern markets and enhancing Saudi Arabia’s position as a central hub for maritime activity on the Red Sea.

A roadmap for expansion

Surbana Jurong will develop an integrated, phased masterplan for the 275-hectare multi-purpose terminal precinct, supported by around 5.5 kilometres of wharf infrastructure. The scope of work includes:

  • assessment of existing operations and capacity constraints and forecasting future demand
  • development of terminal zoning, concept layouts and staged development options
  • marine infrastructure planning, including berth upgrades, dredging interfaces and slipway requirements
  • landside planning for yards, roads, buildings and utility networks such as power, water, drainage and ICT.

The masterplan will also further identify enabling works, priority investments and smart port opportunities needed to improve efficiency, maintain operational continuity and support long-term growth.

Jeddah Islamic Port is a major trade gateway for Saudi Arabia and the wider Red Sea region so this masterplan needs to balance immediate operational needs with a clear pathway for long-term expansion.
