Patenga Container Terminal of Chittagong Port
In a significant initiative to support the region, SMEC’s Global Ports and Maritime team have been appointed as the Independent Verifier for the Patenga Container Terminal project in Bangladesh. The Chittagong Port Authority (CPA) has partnered with Red Sea Gateway Terminal International (RSGTI) to upgrade the Patenga Container Terminal of Chittagong Port, Bangladesh.

Prior to this project, a Public-Private-Partnership (PPP) model has not been used in Bangladesh, marking this project as the inaugural use of this model in the country. Typically, a Public-Private Partnership model is a collaborative agreement between government entities and private sector companies to finance, build and operate projects delivering public infrastructure and services. SMEC’s role through this PPP is to not only increase Chittagong Port’s efficiency and capacity, boosting internal trade and local activity, but also to provide confidence to stakeholders, investors, government bodies and the pubic on the effectiveness and positive impact of the PPP model.

Our Role

The project aims to modernise and optimise port operations to reduce vessel turnaround times and maximise logistic efficiency. This required independent engineering consultants who have experience supervising port infrastructure projects and are known for applying international Environmental and Social (E&S) standards to port infrastructure.

As the independent verifier, SMEC specialists will oversee and certify all relevant port designs and equipment procurement, as well as oversee and install temporary terminal operations during construction. Temporary operations allow the port terminals to remain functional while other terminals upgrade construction is underway. SMEC Ports and Maritime specialists will provide sophisticated engineering solutions to maximise long-term efficiency and optimise port operations that are high-quality and cost-effective. Our role as the independent verifier places us in a unique position to facilitate and manage stakeholder relationships within the project team, supporting the management of the Public-Private Partnership model.

The Patenga Container Terminal Public-Private Partnership Project

The Challenge

A significant challenge of this project is refining the infrastructure development to meet capacity targets of 500,000 TEUs (and 600,000 TEUs in future), significantly boosting the container cargo volume and handling capacity of Chittagong Port. SMEC will independently verify all design, procurement and port infrastructure meets the highest standards of quality, safety, while sustaining long term efficiency and ensuring compliance with international standards. Another key responsibility for this project will be applying SMEC’s project management skills to foster a positive experience for all stakeholders in the first project to utilise the Public-Private-Partnership model.

Our Impact

As the Independent verifier for the upgrade of Chittagong Port, SMEC’s involvement will help streamline operational efficiency across Chittagong Port activities, in turn helping facilitate rapid economic growth for Bangladesh. Current statistics point to the importance of import and export trade for the country:

  • 82% of Bangladesh exports is Ready-Made Garments (RMG)
  • 92% of Bangladesh imports and exports are handled by Chittagong Port
  • 98% of operations at Chittagong Port is containerised trade

Enhanced infrastructure includes updated safety protocols that reduce accidents and increase worker and vessel safety, as well as sustainable practices that lower emissions and minimise ecological impacts. For Bangladesh, the successful delivery of this Public-Private Partnership model can inspire confidence among stakeholders, investors, and government bodies for future infrastructure projects in the region.

This project is an incredible win for the region, recently completing the first under-river road tunnel in South Asia, and now overseeing another first project of its kind in the region.
